1. 中国政府已从亚洲开发银行获得了一笔贷款，用于支付亚洲开发银行贷款甘肃省农业互联网服务体系建设项目的费用，并计划将其中一部分贷款用于支付子项目1：甘肃省互联网+农业社会化服务平台建设项目农业社会化服务平台及相关设备采购（NZ-GD-01）合同项下的合格支出。亚行合格来源国的投标人都可以参加投标。

2. 甘肃省农资化肥有限公司（采购人）就子项目1：甘肃省互联网+农业社会化服务平台建设项目农业社会化服务平台及相关设备采购，邀请合格的投标人递交密封的投标文件。

3. 公开竞争性招标将按照亚行的国际公告公开竞争性招标程序进行，并向招标文件中所述的合格国家的所有投标人开放。

4. 只有具备招标文件中规定的以下主要资格的合格投标人可以参加本次投标：

(1)在过去3年(2019、2020和2021）内，作为主要供应商成功完成至少2个合同，并且每个合同的金额为20,000,000.00元人民币，且性质和复杂程度类似于第六章“货物需求表”中所述的需求范围的合同；

(2)投标人应证明其所提供的信息技术产品 （服务器、防火墙、交换机、室内全彩显示屏等）

（i） 至少有2年的生产历史；以及

（ii） 在过去两（2）年内(2021和2022），至少有2套类似型号和规格的信息技术产品已经销售；

（iii） 至少满意地运行了1年。详细信息将在招标文件中提供；

(3)最低年均营业额50,000,000.00元人民币，按过去3年（2019、2020、2021）里投保人就已完成合同或实施中合同已收到的付款总额计算；

(4)可利用的速动资产、授信额度和其他融资手段，足以满足履行合同所需要的现金流：8,000,000.00人民币。

1. The People’s Republic of China has received financing from the Asian Development Bank (ADB) toward the cost of Gansu Internet-plus Agriculture Development Project, and it intends to apply part of the proceeds of this financing to payments under the contract named Procurement of Information Technology Products and Services for Equipment and Software Development for Allover Agriculture Socialized Service Platform for Sub-project 1:Gansu Internet+ Based Socialized Agricultural Service System Platform.Bidding is open to Bidders from eligible source countries of ADB.

2. The Gansu Agricultural Materials and Fertilizer Co., Ltd.(“the Purchaser”) invites sealed bids from eligible Bidders for Sub-project 1:Gansu Internet+ Based Socialized Agricultural Service System Platform.

3. Open competitive bidding will be conducted in accordance with ADB’s International Advertised Open Competitive Bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Document.

4. Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding:

a.Successful completion as main supplier within the last 3 years(2019,2020 and 2021), of at least 2 contracts each valued at CNY20,000,000.00 with nature, and complexity similar to the scope of requirements described in Section 6 (Schedule of Requirements).

b.Bidders should demonstrate that the IT products they provide (servers, firewalls, switches, indoor full-color displays, etc.)

(i) At least 2 years of production history; and

(ii) At least 2 sets of IT products of similar models and specifications have been sold within the last two (2) years (2021 and 2022).

(iii) At least 1 year of satisfactory operation.

c.Minimum average annual turnover of CNY50,000,000.00 calculated as total payments received by the Bidder for contracts completed or under execution over the last 3 years（2019、2020and 2021）.

d.Availability of or access to liquid assets, lines of credit, and other finances sufficient to meet cash flow requirement which is CNY8,000,000.00
